Mr. Clarke is a lawyer with an accomplished background in Florida health care regulatory affairs. He formerly served the State of Florida as its Director of the Medicaid program (6 years), as Deputy State Health Officer (5 years) and as Director of the CON program (2 years). In these capacities, he was responsible for many of Florida's pioneering health care programs. Named to Faulkner and Gray's Health Care 500 in 1992. He is extensively published in the field care policy.
Mr. Clarke has extensive experience in academia and consulting (10 years). He also spent 4 years as Executive Director for an 180,000 member region of a Florida HMO.
Mr. Clarke focuses his practice in the areas of health care policy, and regulation, Medicaid reimbursement, policy and managed care.
